Pension Insurance Practice Lead
- A world-recognized expert in the areas of Social Pensions and
Pension Reform. For the last fourteen years been engaged in
designing, reforming and implementing Pension system in Poland. She was
a member of a core group of original planners and designers of the new
Pension system at Polish ZUS (1997-1999) and she also supervised its
implementation. Between 2004 and 2009, first as Undersecretary of State
and then as Deputy Minister in charge of Pensions she was responsible
for oversight of the social insurance changes including changes to
legislation related to bridging early-retirement pensions and annuity
payouts from funded pillar, family policy and equal treatment. Between
1997 and 2009 the projects and responsibilities included:
- Acting as the Deputy Executive Director of ZUS
- Supervising reorganization and new system implementation at ZUS
- Supervising development and integration of I and II pillar of
pension reform
- Drafting the major laws of the reform of the pension and disability
system
- Making formal presentations to the Parliament and to the Government
on key issues of the pension reform
- Analyzing and recommending changes to labor market integration for

- As a Project Director of the KSI ZUS Project (the biggest IT project
in Poland for Social Insurance Institution) he was responsible for
Development and implementation of the KSI ZUS system (including the
Płatnik program, dealing with electronic documents, mass scanning of
paper documents); Implementation of mass information output to the
payers and the insured; Design of the workflow system including business
process modeling; Designing business processes model and defining
business requirements; Overall project management including planning,
estimating and negotiating, organizing, supervising and coordinating
work of analysts, developers and contractors
- As a Core member of the KSI ZUS Architecture Team he was responsible
for: Development of the architecture model of social insurance sector
and designing the process for social insurance sector change; Audit the
business architecture of KSI ZUS subsystems; Coordination of the
business architecture changes in KSI ZUS system
- Other projects and responsibilities included: Chief Business
Architect for the National Healthcare Information System (the biggest IT
project in Poland, similar to National Programme for IT in NHS, UK);
Chief Consultant for the projects in the Office of the City of Warsaw
and the National Health Fund (analysis modeling, business processes
modeling, analysis and modeling of requirements for IT solutions); Chief
Consultant for the audit of business processes in the retirement pension
system in Social Insurance Institution [ZUS]
Senior Pension Industry Expert
- Over 25 years experience in building, managing, and selling pension and financial software solutions in the government, insurance and financial sectors. Here are the samples of many projects he delivered
- As Senior Vice President and Project Director he was responsible for conversion of one of Canada’s leading pension administration system from a hierarchical database 3rd GL proprietary platform to an open relational database graphical user interface platform. That included selection of an appropriate platform to meet the company’s and its clients’ portability requirements, maintaining and reusing hundreds of back-end production-proven application programs (including actuarial and benefit calculations) and creating a middleware layer for generic access to the new front end
- As Senior Vice President built a team to develop a mutual fund shareholder administration system, including full registered and non-registered product support, all mutual fund and related fund types, full compliance with regulatory and dealer requirements, links to all significant related systems including general ledger. Sold the system to several of Canada’s top entrepreneurial fund companies (Admax, Beutel-Goodman, Freidman, Counsel Corp), and eventually to several of Canada’s best and largest (Fidelity, Dynamic, CIBC, Spectrum) fund companies, resulting in an acquisition of a 20% share of the Canadian market
- As Vice President and Project Manager he managed development of Canada’s first parameterized, “book of business” defined benefit pension administration system for a large Canadian insurance company. The system was based on a single database which stored pension rules such as eligibility, vesting, etc, and performed all of the termination, withdrawal, death and disability calculations including actuarial equivalents and commuted values
